SALEEM Overview

Since January 1, 2019, the Standards, Metrology, and Quality Organization of Saudi Arabia (SASO) has implemented SALEEM, the Saudi Product Safety Program. This program guarantees safety and quality standards for all imported products intended for commercialization within Saudi Arabia.

Product risk categories under SALEEM:

  • Low-risk products - These products are not subject to a specific Technical Regulation. Importers/exporters must provide a Declaration of Conformity to demonstrate compliance.-
  • Medium-risk products - Subject to Technical Regulations and require certification by an accredited entity under ISO/IEC 17065 certification schemes (1a, 3, or 5). For these products, an annual Product Certification of Conformity (PCoC) and a Shipping Certification of Conformity (SCoC) for each shipment are mandatory.
  • High-risk products - In addition to medium-risk requirements, these products require special SASO certification, involving specific labeling on both the product and packaging (e.g., G-Mark, Energy Efficiency Rating (EER), Water Use Efficiency, SASO IECEE Recognition Certificate, SASO QM).

All regulated products are listed in the official Technical Regulations accessible through the SABER/FASAH online platform.

The SASO Certification Process

To comply with Saudi regulations and successfully import construction products, importers must complete the following steps:

Sample Collection and Testing

  • Identify the required tests specified by SASO for your product category.
  • Collect product samples and send them to an ISO/IEC 17025 accredited testing laboratory.
  • Obtain detailed test reports verifying compliance with applicable standards.

Product Certification of Conformity (PCoC)

  • Submit a certification request through the SABER/FASAH portal.
  • Provide all required documentation including test reports and technical files.
  • The certification body evaluates documentation and conducts a factory production system audit (for Type 3 products).
  • Upon successful evaluation, the PCoC certificate is issued via the SABER platform.

Shipping Certification of Conformity (SCoC)

  • For every shipment intended for Saudi Arabia, submit a request for SCoC issuance through SABER.
  • Provide shipment-specific documentation and technical evaluation results.
  • The SCoC certificate is issued per shipment to authorize import clearance.
Ongoing compliance and controls

After obtaining the PCoC, manufacturers must maintain ongoing compliance during the certification validity period. This includes granting access to production sites for regular audits and providing updated information on testing, stock levels, quality records, and production controls to ensure continuous conformity.

It serves as the main portal where importers submit applications for Product Certification of Conformity (PCoC) and Shipping Certification of Conformity (SCoC), upload required documentation, and track certification status. SABER also maintains a database of accredited certification bodies and approved products.

In 2020, SABER was integrated with the FASAH platform—the official portal regulating all imports and exports in Saudi Arabia. This integration ensures that no regulated product can enter the country without valid pCoC and sCoC certificates.
